Yes, obviously, but doesn't that defeat the porpuse of international competition? Personaly I think all the different clubs divides the sailing comunity in the first place, so why not be consistant as far as club members being residents or citizens of the country they would like to represent? You're correct in this respect. Even if there was no contact, and you had to bear away to avoid him then he should still take a two-turns penalty.
